The System VP of Supply Chain oversees system-wide strategic planning, development, and operations of UNC HCS supply chain functions. This role coordinates supply chain activities including strategic sourcing, purchasing, materials management and logistics across UNC Health Care System, driving toward and leading consistent system-wide solutions for the $1.2B of supplies and purchased services at 11 hospitals across North Carolina. Partners with Information Services Division to ensure technology is appropriately applied to each stage of the supply chain process to achieve maximum efficiency and effectiveness. Provides business operations, fiscal and personnel management to designated supply chain areas across the UNC Health Care System. The System VP of Supply Chain interacts and partners with executive and senior leadership, department directors, managers, outside vendor partners, and internal customers. This position reports directly to the UNC Health Care System Senior Vice President of Finance and is accountable to the Supply Chain Executive Oversight Committee, the health care system’s supply chain governance group.
Description of Job Responsibilities: Directs monitoring, management, and reporting of supply chain cost, quality, efficiency, and effectiveness metrics including taking such actions as are appropriate to positively impact those metrics.
Directly leads a team of over 120 staff and leaders in the areas of purchasing, distribution & logistics, strategic sourcing, and materials management, and provides matrixed leadership to the organization’s accounts payable and supply chain informatics teams.
Directs the safeguarding of warehouse operations and contents by establishing and monitoring security procedures and protocols.
Responsible for facilitating the assessment, recommendation, implementation, and ongoing execution of system-wide purchased services relationships and partnerships.
Partners with Finance and Strategic Planning to develop and implement capital purchase processes, policies, and procedures.
Facilitates a supply chain governance structure which includes an overarching executive oversight committee as well as subcommittees focused on strategic sourcing, the procure-to-pay processes, and distribution and logistics across the HCS.
Meets with Senior Management across HCS to establish and implement a Supply Chain strategic Plan.
Oversees the strategy and execution of a system strategic sourcing function, including the activities of system contracting, system value analysis assessments, and individual hospital Value Analysis Committees. Directs and leads the organization as appropriate in accordance with established and to be established system product standardization practices and policies.
Plans, coordinates and administers the financial, administrative and technical operations of purchasing and materials management and exercises budget approval for supply chain expenditures.
Provides System-wide direction for purchasing/materials/distribution functions, in the areas of contracting, procurement, inventory management, supply distribution, quality assurance, warehouse functions, and value improvement.
Responsible for ensuring maximum value is obtained from HCS trading partners, including its GPOs, distributors, and other key vendors.
Responsible for the optimization and ongoing management of a centralized distribution center, coordinated logistics and billing system for the delivery of supplies from the UNC Health Care System Shared Services Center to HCS sites.
Partners with the Information Services Division of UNCHCS to optimize and manage a system-wide materials management information system as part of an overall enterprise resource planning system.
Bachelor’s Degree in appropriate discipline required with Master's degree preferred
Professional Experience Requirements:
Fifteen (15) years of related healthcare supply chain experience, including ten (10) years of management experience required.
Knowledge, Skills, and Abilities Requirements:
Must possess a good working knowledge of supply chain best practices and their application in a large integrated delivery network.
Knowledge of business law concepts, legal aspects of contract administration and procure to pay best practices a plus.
Must be capable of managing and leading change in a large and dynamic organization.
Strong business acumen required.
Ability to communicate effectively to all levels of the organization are required.
