Harris Corporation is seeking a Subcontract Manager to join its Operations organization in Clifton, NJ. Manager will be responsible for the procurement of subcontracts including the management of cost, schedule and performance parameters.
Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment and maintains necessary records.
Sources and purchases machinery, equipment, tools, raw material, packaging materials, parts, services and/or supplies necessary for operation of an organization.
Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives.
Compiles information to keep informed on price trends and manufacturing processes.
Confers with suppliers and analyzes suppliers' operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability and ability to meet required schedules.
Prepares bid packages, conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
Negotiates and coordinates additions, deletions, or modifications to subcontracts.
Participates with contracts administration and purchasing to develop subcontract policies and procedures.
Select methods, techniques and evaluation criteria for achieving goals and objectives.
Manage supplier performance
BS degree in Engineering, Supply Chain Management, Operations Management, Business or a related field
12+ years relevant subcontract experience Managing suppliers, assessing supplier performance and reviewing material delivery.
Experience with functional people management (e.g. Hiring, Performance Management, etc.)
Experience working with Federal Acquisition Regulations (FAR), Defense Acquisition Regulations (DFAR) and Truth in Negotiations Act (TINA), Contractor Purchasing System Review (CPSR)
Ability to obtain a US Secret Government Clearance
Preferred Additional Skills:
Bachelor’s degree in a STEM Field
Government Procurement Experience in Defense/Aerospace Industry
Experience with MRP Tools.
Experience with Long Term Agreements and/or Blanket Purchase Agreements.
Experience in Negotiations, Terms & Conditions.
