The City of Berkeley is currently accepting applications for a Buyer to work in the City's Finance Department. This position is responsible for purchasing and expediting a variety of environmentally friendly materials, supplies and equipment for use by all City departments; developing sources of supply and formal requests for proposal for complex, large scale or difficult to obtain items and uses an automated financial system for requisition-to-pay processing.
The Buyer reports directly to the General Services Manager and the Division manages citywide procurement activities, from issuing and awarding all non-construction bids and Request for Proposals (RFPs), opening all solicitations including construction bids to obtain the best competitive pricing or overall value for purchases while adhering to the City's purchasing policies.
Typical duties of a Buyer includes:
Analyze requisitions to verify completeness and accuracy and to determine the type of materials, supplies or equipment required and confers with the requesting department to ensure that information is correct, that order parameters are understood and to provide information regarding products and suppliers;
Interviews salespersons, visits manufacturers and vendors, attends demonstrations, and obtains samples and literature from potential suppliers;
Explain purchasing policies and procedures to potential vendors;
Obtains comparative data regarding price, quality, quantity and availability of materials, supplies and equipment;
Prepares or reviews a variety of formal and informal requests for proposal and specifications for both commonly used and non routine materials, supplies and equipment;
Places orders and negotiates with vendors as required ifr changes in purchase terms are required;
Expedites purchase orders, determining the reason for non delivery or other problems and following up as required;
Analyzes bids, recommends award and prepares contracts for ward; works with user department to reconcile invoices and to solve delivery, quality and other problems that arise;
Maintains various reports and records, including vendor performance and MBE/WBE files;
Monitors developments in the purchasing field and recommends improvement to internal policies and procedures
Performs related duties as assigned.
Education Equivalent of graduation from high school
Experience Four (4) years of professional level experience in purchasing and expediting a variety of materials, supplies and equipment, which has included developing formal specifications and sources of supply. College level coursework in business administration or a closely related field may be substituted for the required experience on a year for year basis to a maximum of two (2) years.
Other Requirements Must possess a valid California driver's license and have a satisfactory driving record.
