Under direction of the Chief Executive Officer, the Vice President of Operations holds broad strategic and operational responsibility and authority for operations and support functions throughout UM St. Joseph Medical Center (UM SJMC) including Information Services, Diagnostic Imaging, Pathology and Clinical Labs, Operations, Facilities Planning, Construction and Management; Supply Chain including linen, med/surgical supplies, and logistics; Clinical Engineering, Environmental Services; Parking and Transportation; Food Services; Safety; Security; Emergency Management; and the hospital sustainability (green) program. This role entails responsibility for planning, organizing, directing and leading all aspects of assigned division to support the medical center's Mission, Vision, Values, Strategic Plan and Operating Budget ensuring compliance with all regulatory bodies governing healthcare (Federal and State) to include TJC and CMS.
ESSENTIAL FUNCTIONS OF THE JOB:
Working closely with UM SJMC and University Of Maryland Medical System’s senior management peers, interprets and coordinates Environment of Care, Facility Management, Supply Chain, and Clinical Engineering requirements and anticipates capital investment and service capabilities to meet these requirements. Provides senior management peers with viable options and cost effective solutions and advises action to President/CEO with regard to these matters.
Provides executive leadership over the activities associated with meeting the Joint Commission standards for the Environment of Care, Life Safety, and Emergency Management, and major Development Projects. Provides support to external venture development projects.
Represents on an ad hoc basis UM SJMC and the Medical System as a senior program official with external entities such as the Department of Health and Mental Hygiene and Maryland Hospital Association, on issues with significant impact such as public health crisis response, transportation and land use, community relations, security, and emergency planning and response. Represents UM SJMC executive leadership on system-wide work groups and projects.
Provides effective executive oversight of facilities and support services and coordinates the operations between the various areas/departments in collaboration with the responsible department heads. Monitors, analyzes and evaluates the activities and performance effectiveness within the various areas of responsibility, assuring progress towards the hospital’s overall targets. Reviews and evaluates existing systems, programs, and procedures.
Selects, develops, and leads a high performing team of direct reports who in turn foster a success-oriented, accountable structure and environment within their areas of responsibility. The VP sets challenging and attainable performance objectives and operational plans that are responsive to and enabling UM SJMC strategies and contribute to the growth objectives of the Center. Creates an organizational climate which supports and values diversity and recognizes the contributions of staff from diverse backgrounds.
With the Chief Financial Officer, co-manages the financial performance of capital and operating budgets for strategic investments, major and minor (medical equipment), program and departmental improvements, building system and infrastructure repair and replacement, and the building interior program and the operating budgets of the facilities organization maximizing productivity, efficiency, and cost effectiveness. Responsible for negotiating, executing, and managing major service contracts within operational domains.
WHAT YOU NEED TO BE SUCCESSFUL:
4 year / Bachelor's Degree (Required)
Master's Degree in Healthcare or Business Administration, Architecture, Engineering or a related discipline is required. (Required)
6+ years Financial Management (Required)
6+ years Senior Management Experience with significant operational accountability and progressively responsible facilities management experience. (Required)
4+ years working with Regulatory Agencies in Healthcare (Federal and State) to include TJC and CMS. (Preferred)
