Job Summary Directs and coordinates all activity and personnel management for the Materials Management function that includes the areas of procurement, planning, receiving, inventory control, warehousing, shipping, and logistics, to meet Company objectives and customer requirements.
Leads the departments in day to day activity while constructing and managing mid and long term plans for the department
Provide leadership, direction and oversight to all department employees
Prepares instructions regarding business systems and procedures for each functional group
Ensures functional departments operate in accordance with all contractual requirements with emphasis on procurements being conducted in accordance with FAR/DFAR and flow downs.
Prepares and issues requests for quotes/request for proposal, purchase orders and change notices as required
Reviews purchase order claims and contracts for conformance to company policy
Assists in facilitating the resolution of technical issues, between Armtec Defense Products and their suppliers
Analyzes market and delivery conditions to determine present and future material availability and prepares market analysis reports
Forecast materials function operating and expense cost; maintain control within budgetary limits.
Ensure that the Supply Chain operations contribute to the profitability of the organization by reducing total costs, enhancing processes that will contribute to overall improvement and waste elimination
Ongoing process development and management for consistent interaction between Esterline and the strategic suppliers
Ensures 100 % material availability for manufacturing. Communicates with suppliers to ensure a gapless supply chain and will take the initiative to elevate issues within the supply base
Guides and directs Planners in establishing and administering planning procedures and practices including master production scheduling and capacity planning
Coordinates supply chain adjustments as production schedule changes
Maintain inventory levels which meet planned inventory turns. Maintain inventory accuracy through accurate inventory cycle counts, control systems, and corrective actions
Will utilize discretion in making necessary adjustments to safety stocks as deemed necessary to facilitate product availability while maintaining the lowest possible inventory
Improve in-plant material handling and storage systems
Maintain the highest ethical standards, even when challenged by individuals in higher positions
Understand and live by the Esterline Operating System Qualifications
Purchasing management in a mfg. environment 5 years (Preferred)
Materials planning: 5 years (Preferred)
Material control and Warehousing: 5 years (Preferred)
Global supply chain management: 5 years (Preferred)
Shipping and logistic: 5 years (preferred)
Launching program/ sourced vendors: 3 years (Preferred)
Experience with CPSR audits and protocol.
Knowledge of FAR/DFAR requirements and application in the purchasing process.
Knowledge of ERP systems. Syteline or LN experience a plus.
In depth understanding of Supply Chain performance measurement tools and management.
Excellent negotiation and communication skills, including written and oral presentations.
Knowledge of Lean Enterprise Systems.
Strong supervisory and people skills.
Knowledge of Microsoft Office products.
Must be willing and able to work a flexible schedule to accommodate company needs. Some travel (approx. 10%) may be required.

Bachelor's degree (B. A.) from four-year College or University and 5 years related/progressive experience in a DOD contractor environment.
