Senior Director, Procurement

New York City Transit is seeking an experienced, dynamic leader to assume the role of Senior Director, Procurement. The successful candidate will manage the procurement process and ensure that client departments are provided with the required materials and services. The Senior Director will work to provide outstanding customer service through continued consultation with client departments for the planning of procurement activities and will build positive client relationships. The position requires the selected candidate to liaise with senior operating department staff members to strategize and provide procurement support for scheduled maintenance programs and campaigns.
The Senior Director, Procurement will coordinate, direct and execute numerous contract awards for the Subway Action Plan and Fast Forward initiatives and decide on issues of contract sufficiency; methods of procurement; interpretation of contracts/purchases; postponement, cancellation or rejection of bids; evaluation of proposals/bids and contract negotiations for NYCT-wide projects and multi-agency program initiatives and other complex acquisitions. For example, the selected candidate will oversee Request for Proposals (RFPs) and contract modifications for new/upgraded subways cars, new buses, bus technology, and bus consultants; complex systems implementation and integration projects; inventory management/reduction and kitting strategies; joint procurement efforts; authority-wide cost savings initiatives; new technology acquisitions; and high profile initiatives such as the business process review and promoting efforts to facilitate awards to M/WBEs and Service-Disabled Veteran-Owned Businesses.
The successful candidate will also oversee the section’s day-to-day operations; train managers and professional/technical staff in various processes; and maintain a strong knowledge of the All Agency Procurement Guidelines. Additional responsibilities of the position include managing inventory levels for internal and external replenishment strategies; monitoring vendor performance and rejected material; overseeing expedited efforts; responding to audits; and preparing status reports and analyses as required. The Senior Director may also be required to serve in the acting capacity of the Assistant Chief Procurement Officer.
Education and Experience Requirements:
A baccalaureate degree from an accredited college and at least seven (7) years of experience in a related field such as cost-price analysis, procurement, law, financial analysis or construction estimating. At least five (5) years of experience must have been in a managerial or supervisory capacity; OR
A satisfactory equivalent of education and experience.
Ten (10) years of experience in cost – price analysis, procurement, law, financial analysis or construction estimating is preferred.
Strong management skills.
Strong analytical and quantitative skills.
Excellent verbal and written communication skills.
Experience in negotiations.
