Buyer III (IT Focus)
Liaise effectively with suppliers, manufacturers, internal departments, and customers utilizing strong communication skills. Develop supplier relationship management policies and procedures in compliance with corporate policy and within the Principles and Standards of the supply management profession, to achieve continuous improvements to the company. Ensures that procurement policy complies with federal and state laws as they pertain to the procurement process, to ensure that MAPFRE Insurance VMO processes adhere to good business practice. Serve as group leader in management’s absence.
This position focuses on:
Developing, coordinating, analyzing, and evaluating large competitive Request for Proposals (RFPs) for IT and other external services.
Preparing formal business case justifications
Recommending contract placement
Leading and managing complex pricing and contract condition negotiations.
Serving as a leader to other buyers while assisting the management with special projects relating to procurement.
Managing and/or coordinating assigned procurement projects which may be large in scope, complex in nature, or involve complex service and equipment purchases
Education: Bachelor's Degree or professional level of knowledge in a specialized field, or equivalent, related experience. Experience: 6 - 8 years - or Associates Degree equivalent plus 8 or more years. Knowledge: Advanced knowledge of practices within field. Integrates and evaluates new advancements in industry, concepts, techniques and standards to contribute to successful business results. Considered an expert in the field within the organization. Decision Making: Makes decisions using broad management limits. Applies guidelines and procedures that leave considerable room for discretion and interpretation. Decisions directly influence project, client relationships and or expenditures. Additionally, decisions exert some influence on organization's long-range goals and objectives. Participates in determining objectives of assignments. Supervision Received: Works independently under general supervision. Work is reviewed for overall adequacy in meeting objectives. Leadership: Provides guidance and training to less experienced staff as needed. Takes a lead role in group, team or project. Problem Solving /Operations/Direct Work Involvement: Applies knowledge to determine solutions to complex problems with minimal direction. Uses research and analysis to develop innovative and practical solutions which are consistent with organizational objectives. Client Contacts: Contacts other departments and or external organizations or parties frequently. Contacts are primarily at or below upper management levels. Represents organization on specific projects. Communication may involve persuasion, and negotiation.
Professional designation CPSM or C.P.M. is strongly preferred. Daily interaction with customers, suppliers, and varying levels of management required. Serve as liaison between customers and suppliers; lead supplier negotiations. Contract and specification writing experience is required. Strong communication skills required. Excellent written, analytical, problem solving, influencing and project management skills. Knowledge and experience using procurement information systems is required. Proficiency with MS Word and MS Excel required; experience with SAP and COGNOS software is a plus. Ability to plan, execute and control multiple simultaneous projects; manage and prioritize complex changing workloads in a challenging, fast paced environment.
