The purpose of this position is to assist the Assistant Deputy Director - Warehousing & Logistics in the efficient and safe operation of an assigned area which is a 24/7 operation that requires providing oversight and support in all aspects of warehousing, distribution, logistics, facility management, employee relations, and the safeguarding of inventory stock investments.
Plan and direct activities of assigned Warehousing & Logistics operations to control receipt, maintenance, and distribution of inventory and 24/7, 365-day-year operation of facilities in support of operating departments and the growing and diverse fleet of revenue vehicles in compliance with standard operating procedures. Monitor operations and inventory transactions to identify trends and to implement necessary changes to ensure uninterrupted operations.
Develop storage, stocking, and staffing plans for warehouse and storeroom space and Automated Storage and Retrieval System. Assist in design, development, and planning for new facilities. Research latest technology in hi-density storage to maximize space investments and improve working environment.
Assist ADD - W&L in developing specifications for equipment/vehicle purchases and maintenance and repair plans to maximize the life of the Department’s material handling/storage and fleet equipment investment and ensure safety of operators. Develop facility maintenance and repair plans to ensure safe work environment and adequate maintenance and repair.
Assist ADD - W&L in developing safety, training, and development programs for Agreement and Non-Agreement staff. Evaluate performance and ensure development efforts of Managers towards implementation of department goals and objectives. Ensure compliance with safety programs, certification requirements, and standard operating procedures.
Assist ADD - W&L in ensuring consistency in application of the TCU Agreement and assist in documenting grievances, claims, and discipline for TCU staff. Ensure best management practices in compliance with Agreement are followed for staffing plans, workforce availability, and budget control.
Assist ADD - W&L in the development of standard operating policy and procedure. Participate in process reviews to identify operating efficiencies. Develop systems and controls to ensure compliance with standard operating procedures. Monitor adherence to standards. Assist ADD - W&L in developing shared goals for department in support of departmental, SBP, and Company objectives. Develop goals in support of local objectives. Evaluate and measure performance of Managers towards implementation and achievement of goals and objectives.
Develop operating budgets for operations within department objectives. Monitor use of budgets.
Strong knowledge of inventory and systems.
Strong knowledge of warehousing management practices, procedures, and systems.
Strong ability to operate effectively in high pressure situations; must be extremely flexible and be able to adapt to change.
Strong ability to interact with all levels of management and union personnel.
Strong ability to exercise a high level of independent judgment and decision making.
Knowledge of MS Office Suite and/or comparable applications.
Knowledge of PeopleSoft or comparable inventory control system.
Knowledge of safe work practices as they relate to a warehouse environment.
Detail-oriented with strong organizational, analytical, problem solving and planning skills.
Excellent ability to make independent judgment and decision making.
Excellent verbal and written communication skills.
Excellent leadership skills with the ability to train, motivate and foster teamwork
Availability to be on call 24 hours/7 days a week as required.
Valid Driver’s license.
Familiarity with Material Management and Warehouse Management systems including RF barcode technology, and/or Railroad maintenance management operations.
Knowledge of applicable collective bargaining agreements.
Knowledge of a computerized material management, warehousing or inventory environment.
Knowledge of hazardous material handling procedures and Safety Data Sheet requirements.
Knowledge of Shipping procedures and Department of Transportation regulations.
Knowledge of Metro-North Safety procedures and practices.
Bachelor’s degree in business, transportation, or related field. Demonstrated equivalent experience, education and/or technical credentials to include four (4) additional years of related experience may be considered in lieu of degree
Minimum of seven (7) years of experience in material management and/or warehousing.
Minimum and five (5) years of experience managing a diverse workforce.
This is a safety sensitive position and subject to toxicology testing. As an employee of Metro-North Railroad you may be required to complete a New York State financial disclosure statement, if you earn more than $95,534.00 or if you hold a position designated as a policy maker. Effective September 2017, all full-time non-agreement personnel other than those directly involved with the movement of trains or delivery of service, or assigned to other emergency response teams, are required to serve in the Station Terminal Auxiliary Response (STAR) program requiring Terminal coverage for Grand Central Terminal (GCT) from 4:30 PM-7:30 PM one week per year or responding to Station STAR duty during a service disruption, system-wide at various hours including nights and weekends. This program is designed to improve Metro-North’s ability to provide customer service during emergencies that impact service delivery or other service disruptions that require staff to provide directions and information to MNR customers at GCT or outlying stations. Please note, hours worked during your participation week are subject to change.
