POSITION TO BE FILLED AS SOON AS POSSIBLE AND MAY BE FILLED BEFORE CLOSING DATE. Under supervision of Purchasing management. This position is responsible for contracting and purchasing goods and services for the operation of the LVCVA.
Performs work of substantial importance advising management, planning, negotiating and representing the Authority in procurement function. Performs and oversees mid to complex contracts such as revenue generating contracts and contracts with multiple end users and multiple deliverables. Customarily and regularly exercising discretion and independent judgment. Coordinates with contractors and Authority staff to ensure contract deliverables, terms and conditions are met, ensures standard compliance with legal requirements, and provides contract dispute resolution as needed. Develops, interprets, and implements Nevada Revised Statutes (specifically NRS 332, and NRS 338), policies, procedures, work standards, and goals under the guidance of Purchasing management.
Performs specialized and responsible work regarding locating sources of supply including representing the Authority at public outreach events; outreach and utilization efforts for local small, women-owned, disadvantaged and minority businesses. Interviews prospective bidders; processes requisitions and purchase order generation using automated systems; develops, reviews and analyzes technical specifications and standards for products; conducts more complex, high-dollar purchases (often >$50,000) of materials, equipment and services through the formal bid or RFP process. Ensures that requests are complete and that proper authorization has been obtained before any contracts are put in place. Prepares agenda items and attends and conducts meetings. Provides technical advice and assistance to other departments. Conducts business research projects as assigned, which includes contacting other public and private agencies in specification research work and performing mathematical calculations and comparisons, report generation and final recommendation.
Responsible for giving general direction, plans, organizes, administers activities, coordinates, reviews, and evaluates work of some Purchasing staff. While subordinate staff may work independently, the incumbent ensures that their activities conform to adopted policies, procedures, and applicable laws. Other duties as assigned.
Bachelor's Degree in Business Administration, Public Administration, Finance, or comparable field of study from a four-year college or university and four (4)years of fulltime related experience, preferably in a public agency setting or Purchasing certification.
Must be knowledgeable in Nevada Revised Statutes that apply to local government purchasing. Has a basic working knowledge of accounting principles. Supervisorial experience highly desirable.
Must have a valid Nevada driver's license at time of appointment and must keep during course of employment.
