The position is assigned in the Procurement and Contracts Administration Unit (OAPC) within the Office of Administrative Services (OAS). OAS provides administrative support to ADB Management and staff, and delivers/manages related services, facilities, and advisories. OAPC is responsible for developing and implementing policies and procedures relating to procurement of goods, services and facilities required for administrative functions at ADB’s Headquarters and in assisting the field offices (FOs) in such procurement actions. It is also responsible for ensuring that the policies are consistent with accepted best practice developing processes.

The Principal Procurement and Contracts Specialist will lead the effective and efficient institutional procurement and contracting of Information Technology (IT) required for ADB operations. Work within a principles-based procurement policy ensuring that ADB achieves best value from its IT procurement portfolio. Mentor and lead staff supervised in the IT Procurement and Contracting Team in achieving the same objective and provide advice and guidance to management and clients on currently accepted best practices in IT procurement. The incumbent will report to Advisor, OAS and Head, Procurement and Contracts Administration Unit, and will supervise National Staff and Administrative Staff.
Unit Operations Management
Lead the implementation of the annual work program of the IT Procurement and Contracting Team, within OAPC.
Provide necessary advice to Divisional, Departmental management and internal clients on IT procurement and contracting issues.
In consultation with clients, develop IT service level agreements (SLAs) and contracts.
Procurement, Contracting and Contracts Administration
Act as the procurement focal point for the implementation of Realtime ADB.
Provide leadership in the implementation of Agile IT procurement ensuring an optimal balance of procurement governance and flexibility.
Lead and execute IT procurement for complex and strategically important IT investments taking into account value for money and the total cost of ownership.
Establish, implement and continuously improve policies, procedures and systems improving the outcomes of IT procurement and contracting including identifying, planning and implementing contracting strategies for changing technological opportunities.
Ensure that the eProcurement system and documents describing ADB’s policies (AO) and processes (solicitation documents, contracts etc.) are in alignment.
Knowledge Generation and Sharing
Propose innovative approaches or instruments that effectively address institutional procurement issues in relation to Strategy 2030's core areas and drivers of change.
Provide information to user departments and internal and external clients about good practices and innovations in institutional procurement, as part of knowledge management (i.e. collection, synthesis, generation, and dissemination).
Provide leadership, support and supervision to reporting staff including giving clear direction, regular monitoring and feedback on their performance; and ensuring ongoing learning and development of reporting staff.
Takes the role of tam leader and supervises the work of team members.
Relevant Experience & Requirements
Master’s degree or equivalent in Procurement, Business Administration, Law, Information Technology, or related fields. University degree combined with specialized experience in similar organization/s may be considered in lieu of a Master’s degree
Suitability to undertake the responsibilities mentioned above at the required level.
At least 12 years of relevant experience in the procurement and/or contracting of goods and services in an international institution or in a large public or private organization, with proven and successful experience in the management and supervision of procurement and/or contracting functions.
Excellent oral and written communication skills in English.
International experience working in several countries.

The selected candidate is appointed for an initial term of three years.
