The Assistant Director manages the central procurement function with an approximate annual spend of $350 million. The position assists the Director of University Services with establishing the strategic direction for the procurement function, establishing and maintaining procurement policy, providing direction and oversight to strategic contracting efforts, value analysis,technical innovation, change management, and performance management. The Assistant Director has responsibility for establishing and implementing objectives for the Purchasing Department in accordance with university vision and goals. The objectives may involve change management initiatives and process improvements to accomplish complex goals within defined time frames.Substantial effort will be directed to coordinating the efforts of four professional procurement teams, including strategic sourcing and a procurement card (Pcard) program. This position provides collaborative leadership across the university community in identifying and evaluating the value of product and service options. The Assistant Director will have oversight for and may be involved in the negotiation of procurement actions involving complex requirements or projects of high visibility and/or dollar value.
Unit Specific Education/Experience/Skills
A bachelor's degree with course work in procurement, materials management, personnel and labor relations, business law, accounting, information systems and/or industrial engineering; eight or more years of related and progressively more responsible or expansive work experience in procurement management with a knowledge of procurement policies, procedures, practices, productivity tools, and risk management; experience in establishing and managing a departmental operating budget; supervisory experience with demonstrated success in leadership, planning, change management, collaboration, and decision-making in a large complex organization; or an equivalent combination of education and experience; requires CPM, CPSM, CPPO or equivalent certification within one year of hire.
Master’s Degree in Supply Chain Management or Business Administration. Practical experience in higher education or government procurement; experience in the implementation and/or use of e-procurement, P2P, spend analytics, contract management or other process improvement or procurement-related tools; strong customer service,interpersonal, problem solving, organizational, and technical skills; project management and change management skills with demonstrated ability to successfully implement change; excellent oral and written communication skills; ability to develop staff, make independent decisions and sound judgments, and work independently or as part of a team; understanding of inventory management and logistics practices. Proficient in Microsoft Office suite.
