WSSC, the 8th largest water and wastewater utility in the USA, seeks a
Supply Chain Risk Manager. The incumbent will be responsible for managing the development, implementation of efficient and effective strategies and processes to continuously identify and evaluate risk across the Supply Chain; for directing the risk management review of contracts in order to identify risks, to ensure compliance with WSSC’s contractual requirements and standards, and to deliver an equitable allocation of risk between the parties.
Specifically, the Supply Chain Risk Manager performs these essential functions;
Develops, implements and maintains an ERM framework considering regulatory requirements including supporting: Public Utilities Act; WSSC Procurement Regulations; Procurement Policies and Procedures; and Office of Supplier Diversity & Inclusion (OSDI) requirements.
Develops, implements and maintains a strategic ERM plan to be refreshed annually.
Develops and implements risk assessment methodologies, models and systems.
Assists with identifying all types of risk in sourcing strategies with SCMSC approved teams.
Facilitates the identification of risks utilizing appropriate tools and techniques.
Facilitates the development of risk response strategies (mitigation plans).
Reports all relevant ERM matters including findings, risk positions and recommendations to the SCMSC and relevant stakeholders.
Applies Business Impact Analysis (BIA) processes to identify the financial and operational impacts of risk exposures for WSSC, the Procurement Office and its suppliers.
Establishes and maintains a risk management philosophy and focus within the organization.
Bachelor’s degree in Risk Management, Insurance, Finance, Law, Economics, Business Administration or related field.
7 years of experience in risk management, insurance, finance, law, business administration or related field; including experience with risk management information systems and with risk control and loss control techniques
Must attain in 18 months one of the following Certifications; Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM), Certified Professional in Supplier Diversity (CPSD), Certified Public Purchasing Officer (CPPO), Certified Public Purchasing Buyer (CPPB), Certified in Production and Inventory Management (CPIM), designation as a Federal Government Acquisition Professional certified to Level II, or equivalent.
Master’s degree or a Preferred Certification (ARM, CPCU, CRM, CIC, FIRM etc.);
