Weston Solutions, Inc. is looking for a Vice President (VP) to direct and manage a department of highly skilled individuals working on a broad range of complex, prominent and high impact tasks. The VP sets priorities and aligns all contract management and procurement services (CMPS) resources in order to achieve Company goals and objectives. This individual develops effective relationships with key clients both external and within the Company providing actionable insights and recommendations relevant to client issues. This position reports directly to the Chief Finance Officer.
Client contract and commercial matters; working closely with external clients, partners and internal project management teams to achieve desired profit and performance outcomes; negotiating fair and reasonable allocation of risk; post-award contract administration and change order management.
Understands the nuances between federal, commercial, state and local government clients and applies expert knowledge of the Federal Acquisition Regulation (FAR) and/or other regulation applicable to circumstances.
Direct procurement throughout the project life cycle, consistent with project needs and goals and in compliance with applicable federal/state/local law, regulation and Company policies and procedures; overhead procurement.
Understands and implements contracting and procurement best practices.
Project-related legal issues, oversight of outside counsel and other legal tasks as required by executive management.
Build, execute and maintain all CMPS policies and procedures that comply with applicable laws, regulation and Company requirements.
Prepare and manage CMPS operating plan including forecasts and analysis.
Prepare and manage department goals and strategic objectives.
Maintain and grow staff competency.
Practice and promote risk based decision-making within Company.
Achieve negotiated savings and report to executive management.
Support and engage in internal project life cycle process.
Drive change order management process with clients, suppliers and subcontractors to maximize project profitability.
Regularly assess contract/procurement processes and drive efficiency and effectiveness.
Manage accurate and timely transaction data to drive informed decision making.
Maximize CMPS support of corporate initiatives.
Keep executive management informed on contract/procurement/law issues that could affect Company.
Manage and maintain a robust supplier/subcontractor pre-qualification program/database.
Routinely audit procurement actions to ensure compliance with regulation, policies and procedures.
Retain approved federal procurement system.
Manage and maintain corporate conflict of interest program.
Provide subject matter expertise and interpretation of FAR and other relevant regulation.
Utilize relationship skills to ensure expectations are understood and drive external/internal client satisfaction.
Partner with other administrative departments to support operating needs of the Company.
Practice and promote integrity and other Company core values.
Manage project related legal issues, retain outside counsel as needed and perform other legal tasks as assigned by executive management.
Bachelor's degree in Business, Finance, Engineering or related field. MBA preferred.
Juris Doctor (JD).
Strong consultative skills and strategic vision.
Strong problem solving and analytical skills with an ability to deal with detailed information.
Sound judgment and discretion when dealing with difficult issues.
Fifteen+ years of business/legal experience with progressively increasing management experience.
Strong leadership skills.
Ability to interface with employees at all levels of the organization including Board of Directors.
Expert knowledge concerning contract management, procurement and applicable laws and regulations.
Strong oral and written communication skills including presentation skills.
