The Budget and Administrative Services Department (BDA) is responsible for providing Senior Management and the Board of Executive Directors information on performance and budget allocation and for managing corporate procurement and administrative services. As part of BDA, the Administrative Services, Security, and Corporate Procurement Division (BDA/ACP) provides a broad array of administrative services both in Headquarters and Country Offices, including corporate procurement, real estate management, corporate travel management, records management, corporate security, and other institutional support services.
Reporting to the Procurement Section Chief, the primary role of the Corporate Procurement Contract Specialist/Sr. Associate is to conduct the procurement and contracting processes, including RFP development, evaluation, contract drafting/development and negotiation, for goods and services related, but not limited, to information technology, facilities design and construction, and consulting services. This role may also include providing support to the Country Offices.
What you’ll do:
Business Partner Support
Review departmental requests to determine the best procurement approach. Lead the Request for Proposal (RPF) process including the coordination of project teams.
Act as a business partner for all aspects of procurement to requisitioning units by advising on the full range of procurement issues and through all stages of the procurement cycle, including support in the development of Terms of Reference, Statements of Work, etc.
Liaise with end-users to understand potential projects and assist with procurement related issues.
Procurement Planning & Execution
Develop solicitation methodologies and draft contracts and documentation for contracts. Lead vendor relationship through the negotiation, evaluation and contracting process and provide input to management. Conduct post-award reviews with non-selected vendors.
Build and maintain effective contractual supplier relationships and manage contracts with service providers.
Lead data analysis to achieve the greatest value through gains in quality, efficiency and cost reduction for end users through analysis of spend, supplier base and other data.
Conduct market research to keep abreast of market developments, research and analyze statistical data and market reports for suppliers.
Education: Master’s (or equivalent) degree in Business Administration, Procurement, Finance, Law, Project Management or other relevant field. C.P.M. and/or C.P.S.M (or ability to complete any of these certifications within one year of hiring) is desired.
Experience: Minimum of 4 years (6 preferred) of experience for Specialist or 3 years (4 preferred) of experience for Senior Associate in the field of procurement, strategic sourcing, contract management or related experience. Ability to create and negotiate legally binding commercial contracts. Knowledge of decision support tools and analytics is desirable. Knowledge of SAP ECC and SRM required. Demonstrated experience in end-to-end procurement processes and in developing supplier relationship programs. Procurement and contracting experience in both US and Latin America desired.
Languages: Strong writing skills and oral proficiency in English and Spanish required.
